Minors shouldn’t be coerced into having worthiness interviews with an adult male who has no qualification, nor training, for talking to minors about sensitive subjects. It just should not be happening at all. You probably were much older than 12 when Packer's nonsense got implemented. So you and your age group may not have been direct targets, but as you point out, you knew it was going on with the next gens because you were well aware of the pamphlets. It was standard fare for bishops to go there. We don't have to read about it on the Internet since we were Chapel Mormons who have been through it many times, basically any time there was a bishop's interview.
The most humorous example I have of the practice occurred during mutual. Remember activity night every Tuesday or Wednesday? For us it was essentially basketball. Well, the current bishop, who was the strictest I'd ever had, made good use of the time by showing up that night to his office to get as many interviews done as he could in preparation for the stake youth baptism for the dead trip. Everyone referred to this guy by his initials, we'll call him HC. So after the first guy came out nearly in tears, everyone is like, "what did HC ask you dude??"
That guy who was first was real quiet about it, he was a rough kid and HC had brought him down a notch. Wasn't very active. But word was getting around as others went in that HC was finding sneaky ways to ask the question. "On a scale of 1 - 10, how well do you live the law of chastity?" No matter what number you say, the next question is, "oh really, why an x instead of a 10?" And if you didn't admit to it that way, then he'd bring it up more directly.
He was a weirdo, but I don't think he was a perv or a bad guy, just very serious about the Lord's work. The brethren had obviously made a huge deal about it with local leaders everywhere, and so he was just trying to be right in the sight of God.
