Again, thank you for the detailed reply. It seems to me that the 2004 example underlies that, whatever the language says it leaves the future murky even if it seems to point out what ought to happen. If Ohio met the safe harbor date for certification, and Congress acted then for purely political purposes despite there being some basis for arguing they were in the wrong for doing so, then it seems we will just have to see how it plays out come January 6.
Chatter in the conservative press implies there are plenty of GOP congresspersons seeking Senate members to partner up on objections. And while none have gone public in saying they will, there are plenty of GOP Senators with ambition for 2024 who could easily see this as a way to set that ball in motion while trying to win over Trump's supporters.
